Matthew Bogenschutz, Ph.D., centers his research on the policies and practices that support community living for people with disabilities, with a particular focus on social inclusion of people with disabilities in their communities, self-directed Medicaid HCBS and the effects of policy change on outcomes for individuals with disabilities.
His current research work, federally funded through the National Institutes on Disability, Independent Living, and Rehabilitation Research, integrates data on support needs, Medicaid expenditures and personal outcomes for people with intellectual and developmental disabilities to develop a picture of how program costs translate to life outcomes for people in this population. Much of his current research is conducted in collaboration with the Partnership for People with Disabilities, Virginia’s University Center for Excellence in Developmental Disabilities.
Dr. Bogenschutz is the director of the Virginia Leadership Education in Neurodevelopmental and Related Disabilities Program (Va-LEND), funded by the U.S. Maternal and Child Health Bureau. The program brings together students and faculty from 16 different disciplines to learn about providing quality service to children with neurodevelopmental disabilities and their families, grounded in the MCH Leadership Competencies.
Dr. Bogenschutz has a passion for teaching social work and interdisciplinary students at all levels about social welfare policy and policy practice. His teaching draws on a wealth of experience as a practitioner, advocate and researcher to help students think critically about the roles policy can play in either reinforcing or reducing social inequity and what social workers can do to be change agents for a more just policy future.
Dr. Bogenschutz has over 10 years of experience in the field, managing residential facilities for individuals with disabilities and as a mental health clinician. He currently serves the School of Social Work as the elected co-chair of the School Assembly.

Areas of teaching and mentoring expertise
In addition to classroom-based teaching, Dr. Bogenschutz is highly invested in helping students succeed beyond the classroom. He is an active advisor and dissertation chair for social work Ph.D. students, faculty teaching mentor in the School of Social Work’s doctoral teaching mentorship program and sponsor of numerous independent study, directed research and honors projects with students at all levels.
